Update the code of conduct file to include the Bugzilla Etiquette guidelines. https://bugzilla.mozilla.org/page.cgi?id=etiquette.html This list is a more direct and straightforward series of guidelines specifying the basic requirements for participating to the project. This list are in addition to the CPG, and are a standard used in Bugzilla across all Mozilla projects.

Overall I think the Bugzilla Etiquette is a bit rough in language. Nothing that isn't true, but 10-15 years ago such language was more the norm than it is today.
It might be worth adjusting this, but I defer to Heather and Wayne for final thoughts.
