I suspect he's popular because people don't know much about it. But have been told he's been a "successful mayor of Manchester".
Also, popular at the moment means, fewer people hate you. For example, Kemi Badenoch is the most popular of the main party leaders, and is still on a negative net favourability.
I think he's a better politician than Starmer, who like Corbyn before him is terrible at the skill of everyday politics. Not sure if he'll make a decent PM - as he keeps changing his opinions on policy - or at least saying he does. He used to be an unapologetic believe in New Labour - perhaps he should try saying, "These are me principles. If you don't like them, I have others."
