Good governance at all levels is fundamental to economic growth, political stability, and security. The OSCE works to tackle many aspects of weak governance, including corruption and money-laundering, and to promote full respect of the rule of law, increase transparency, and develop effective legislation as the foundation of a functioning State.

Promoting good governance and combating corruption, money laundering, and the financing of terrorism are among the key activities of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA). These activities are based on a number of OSCE Ministerial and Permanent Council Decisions, including the 2014 Basel Ministerial Council Decision on the Prevention of Corruption and the 2012 Dublin Ministerial Council Declaration on Strengthening Good Governance and Combating Corruption, Money-Laundering and the Financing of Terrorism. The OCEEA actively supports national reforms and transparency initiatives, as well the development and implementation of more effective anti-corruption policies and mechanisms to help participating States in achieving good economic governance, creating robust anti-money laundering regimes, a solid ethics infrastructure, and sound financial and resource management.

To ensure the quality and effectiveness of laws related to the human dimension, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) supports participating States by reviewing their law-making systems and relevant draft and existing legislation. In providing such support, the Office draws on legislative guidelines in specific areas, such as elections, freedom of assembly and political party legislation, as well as the resources of Legislationline.org, ODIHR’s online legislative database.

The OCEEA, as well as a number of OSCE field operations, strive to make good governance a priority of their work by engaging in:

Strengthening multi-stakeholder co-operation among governments, private sector and civil society.
Providing targeted technical and capacity building support including through training and awareness-raising campaigns.
Promoting inter-agency co-operation and coordination.
Supporting authorities’ efforts against corruption, money-laundering and terrorism financing.
Conducting targeted trainings on conflicts of interest prevention.
Supporting the creation of anti-corruption strategies, action plans and bodies.
Promoting integrity in public service through development and implementation of codes of ethics and asset declaration mechanisms.
Regulations on whistle-blower protection.
Sound and transparent public procurement processes.
Improving relevant legislative frameworks.
Advising to improve transparency and civic participation.
Bringing more women and youth into decision-making processes.
Strengthening management of public funds.
Supporting regulatory reform and simplification.
Introducing e-governance solutions.

Legislative support

Good and effective legislation is the foundation of every functioning state based on the rule of law. Laws should be adopted through democratic procedures and be clear and concise. Field Operations

OSCE Centre in Ashgabat

To assist Turkmenistan with the implementation of its commitments to combat corruption and money laundering and terrorist financing, the Centre supports the Good Governance Centre within the Ministry of Finance and Economy. It organizes training seminars and workshops for senior experts and civil servants on international mechanisms and tools to prevent corrupt practices, curb money laundering and terrorist financing, and improve the integrity of the public service. The Centre also provides expert support to the Ministry of Finance and Economy in drafting and amending legislation on anti-money laundering and combating the financing of terrorism.

OSCE Mission to Bosnia and Herzegovina

The Mission strengthens dialogue among Bosnia and Herzegovina legislatures and their co-operation with citizens, other institutions and regional partners on the country’s reform goals. In this context, the Mission organizes public events that enable discussions on reform–related legislation, strengthening accountability of and increasing public trust towards democratic institutions.

The Mission supports the Parliament, its committees and the parliamentary services with capacity-building activities, expertise and facilitates bilateral and regional exchanges of best practices. Special focus is given to furthering implementation of the Parliament’s gender action plan, strengthening environmental protection and raising the Parliament’s education role and work with youth.

OSCE Mission to Serbia

The Mission helps harmonize Serbian legislation and practice with international anti-corruption standards and build the authorities’ capacity to better respect good governance principles, with special emphasis on the management of public funds. It fosters independent anti-corruption institutions in performing their duties effectively, and runs projects to strengthen the parliament’s oversight role over the work of the government. Moreover, the Mission promotes the development and application of a code of conduct for members of parliament; and supports Serbia’s network of Ombudspersons. It also trains public prosecutors on how to detect money laundering and runs initiatives aimed at suppressing economic crime.

OSCE Mission to Skopje

To strengthen democratic governance and to foster closer and more constructive inter-ethnic relations, the Mission works with local and central government institutions on initiatives that support democratic governance principles and the values of the Ohrid Framework Agreement. It assists key government bodies and state authorities to respond more effectively to challenges such as implementing the principles of equitable representation, transparency and accountability in the public administration, the use of languages or the transferring of competences and resources to local level.

OSCE Presence in Albania

In support of the authorities’ anti-corruption efforts, the Presence trains officials on issues such as conflict of interest and ethics, and assists with legislative amendments and revisions to the government’s anti-corruption strategy and action plan. The Presence also assists with Albania’s move toward decentralization and territorial and property reforms.

OSCE Programme Office in Bishkek

The OSCE Programme Office supports Kyrgyzstan in combating corruption and economic crimes and promoting good governance in the public administration system. The Programme Office supports the implementation of a two-year national action plan (NAP) within the Open Government Partnership framework. The aim of the national action plan is to increase the accountability of the government’s work, strengthen the involvement of civil society in policy development and decision-making, and improve the quality of public services in Kyrgyzstan. The NAP also envisages the introduction of new technologies to increase government transparency and public access to information.

OSCE Programme Office in Dushanbe

The Programme Office works with the government and civil society to strengthen institutional, strategic and legal frameworks, as well as to enhance their anti-corruption and anti-money laundering efforts. It plays a prominent role in developing Tajikistan’s new National Anti-Corruption Strategy, empowering non-governmental actors to contribute to the Strategy. The Office monitors its implementation and impact and integrates the best international anti-corruption standards. In co-operation with the Anti-Corruption Agency, the Academy of Public Administration and other relevant institutions, the Office supports drafting of curricula that are used to improve ethics and integrity of public servants and prevent conflicts of interest. It also facilitates anti-corruption education for civil servants. The Office also provides support to the National Bank of Tajikistan in creating sustainable solutions for anti-money laundering activities. The OSCE puts a special emphasis on co-operation with civil society in combatting corruption and strengthening of its capacities. The Office helped establishment of the Coalition of Civil Society Organizations of Tajikistan on Transparency and Anti-Corruption, and assisted in the capacity-building and awareness-raising efforts through a variety of activities.

OSCE Project Co-ordinator in Ukraine

Co-operation between state institutions and the public are vital for the implementation of fundamental reforms and to the sustainable development of Ukraine. The Co-ordinator contributes to increasing the role of civil society organizations in decision-making process, including through public consultations, and provides support to initiatives that strengthen the sustainability of civil society organizations.

OSCE Project Co-ordinator in Uzbekistan

The Project Co-ordinator works with the Prosecutor General’s office, the Central Bank and several commercial banks to curb money laundering and terrorism financing. To fight against corruption, the Co-ordinator works with key state authorities on a national action plan and a number of awareness-raising activities. By training economic court judges and anti-monopoly authorities, the Co-ordinator also helps with the reduction of monopolies in Uzbekistan’s economy.
