Ensuring both equal opportunities and equal safeguards for women and men is key to an independent and diverse media landscape, which is vital for open societies based on the principles at the heart of OSCE commitments to human rights and democracy, participants said at a two-day OSCE meeting that ended on 9 March 2021.

The #SOFJO Resource Guide provides a series of proposed actions for ten key stakeholder groups to address gender-based online abuse of journalists.

Safety of Journalists Guidebook(3rd edition)

The new edition of the Safety of Journalists Guidebook takes into account events undertaken by international organizations, governments and non-governmental organizations to create a safer environment for members of the media since the second edition of the Guidebook was published in 2014. It is available in English and Russian.

Special report on handling of the media during public assemblies

The report elaborates on the role of both law enforcement agencies and journalists during public assemblies, and offers observations and recommendations in order for the media to be able to provide coverage of such public events without undue hindrance.

The work of the Representative

The Representative’s activities can be divided into two groups: observing media developments as part of an early warning function and helping participating States abide by their commitments to freedom of expression and free media. This includes efforts to ensure the safety of journalists; assist with the development of media pluralism; promote decriminalization of defamation; combat hate speech while preserving freedom of expression; provide expert opinions on media regulation and legislation; promote Internet freedom; and assist with the process of switching from analogue to digital broadcasting. The Representative also holds annual regional media conferences, bringing together journalists, representatives of civil society and government, as well as academics, to discuss current media freedom issues.

The topics of this year’s event include the latest trends in legislation countering Violent Extremism and Radicalization that Lead to Terrorism in the OSCE area, legal measures against incitement to inter-ethnic and religious enmity in the region, as well as defamation and insult.
