Would be good to have instructions added to readme.md for running Patches locally using Windows.

Written the following instructions after trying and successfully running Patches on Windows 10: link to MD. Seems to me they are too detailed to paste directly in readme.md, so any suggestions where to add them are welcome! (also I can try cleaning them up, but Windows setup is non-trivial as usally)

@MayaLekova Thanks a lot for writing these!

I think these instructions could be merged in as WindowsInstallationReadme.md, instead of into Readme.MD - that way these can be separated somewhat. Would you like to package this as a Pull Request so we could merge it in? :)
