I know someone who worked on this project (in project management) and he said he knew within a week that it was going to be a disaster. As did all the external consultants - they could never get a straight answer from the BBC management about anything.

Paper and shipping are cheap. Editors and proof-readers are expensive. Charlie Stross estimates 50% of a books value is in the editing/proof-reading/marketing etc... Publishers earn their money.

By far the biggest segment of that market, worldwide, is mobile phones and Apple isn't even close to Android there.
