paper ID does not require a computer, phone etc.
Digital ID however ... needs internet at some point.
Plenty of older people do not use a smart phone or computer so outside the digital realm (partner & I have the PITA task of doing some online "admin" for her mum as a few things are online only who only uses a landline - we got her a Dora "dumb" mobile for out & about emergency use but she never charges it or takes it with her!)
Obviously the older people will die off over time .. however there is still a cost to being online (and with current massively spiralling food, electricity & gas prices for many on benefits / poorly paid jobs then phone / PC / internet could be squeezed by just staying warm & fed*)
* though some people so addicted to online life that they will probably forego food rather than social media
