It turns out we had ample intelligence about 9/11, but there is so much intelligence traffic that the right pieces didn't float up to the decision makers on top to do anything. I suspect the same is probably true with Trump's compromise by Russia in the 80s. No one cared about some failing real estate guy in NYC trying to avoid bankruptcy by help the Russian mob money launder using his properties. Didn't have anything to do with national security, and became irrelevant once the wall fell and the USSR disintegrated.
