Without sovereign operating systems and hardware management layers, the cake is only half baked.
Just having a sovereign LLM running on hardware and software that the USA can turn off on a whim means nothing. The vast majority of European CTOs are still operating on the principle of burying their heads in the sand and hoping that the problem of having your computing infrastructure supplied by a hostile country will go away.

Yep - I agree. Some inconvenience whereas just turning off Office 365 will paralyse industry, government and academia. No need to go deeper. Can even be disguised as a local technical outage followed by a backup glitch. Or even a new copilot 'feature' that forgot Briish English exists (like El Reg).

I'm a freelance consultant. I always push for open source and on-prem solutions, but still most if not all SMBs are all-in on MS or Google or AWS. And since these vendors say that they are GDPR and NIS2 compliant, there is absolutely no push to change to something different. Only cash strapped micro businesses consider open source locally hosted solutions, and only for one reason: they are cheaper.
