IceWM 4.1 Window Manager Fixes Rare Video Performance Problems

As the first new release since IceWM 4.0 released back on New Year's Day for this X11 window manager, IceWM 4.1 is now available.

IceWM 4.1 brings a handful of bug fixes plus a new "ignoreUserTime" window option and a "mouse move" command for icesh. There are also some translation updates.

On the fixes side, most notable is a fix to avoid rare video performance problems.
Fixes
- Default Alpha to false to avoid rare video performance problems.
- Properly handle unterminated strings in configuration files.
- Properly handle a string parsing error for _NET_STARTUP_ID.
- Free the picture before its pixmap to prevent an error message.

Changes
- Add a new winoption ignoreUserTime for issue #833.
- Add a "mousemove" command to icesh.
